The Fez Charter (1993)

Fes el Bali is the oldest and walled part of Fes, Morocco. Fes el Bali was originally founded as the capital of the Idrisid Dynasty in between 789 and 808 AD. Besides being famous for having the oldest university in the world Fes el Bali, with a total population of 156 000, is also believed to be the biggest car-free urban area in the world. Fes el Bali was listed by UNESCO as a world heritage site in 1981 under the name Medina of Fes. The world heritage site includes Fes el Bali's urban fabric and walls and a buffer zone around Fes el Bali. Fes el Bali is, along with Fes Jdid and the French-created Ville nouvelle, one out the 3 main districts in Fes.

Preface: The Fez Charter (1993) was adopted by the Founding General Assembly of the Organization of World Heritage Cities (OWHC) in the imperial city of Fez, Kingdom of Morocco, on 8 Sept., 1993.

The Fez Charter was adopted at the Founding General Assembly of the Organization of World Heritage Cities in 1993. The document recognizes the important role that cities play as cultural centers and exemplars of human achievement.

The Charter recognizes the fragility of cities and the forces of change at work in them. It notes the importance of cooperation on the part of residents, modern and efficient management techniques, and adequate financial resources if cities are to be protected. Parties to the Charter agree to cooperate for the welfare of the citizens of World Heritage Cities and to improve support for conservation in World Heritage Cities through research, training, and exchange.
